DECOUPLING ECONOMICS CONTRIBUTION BY MEANS OF PROCESS MANAGEMENT IN THE AREA OF PUBLIC CITY BUS TRANSPORT SERVICE
This paper deals with solving the complex problem of improving/optimization of the bus transportation public service. Such optimization in terms of decoupling economics and in public transportation service application means achieving two opposite goals at the same time: a) improving economics of transportation (e.g., by means of shortening process cycle, using IT instead of human resources), b) decreasing environmental problems caused by transportation i.e., pollution (e.g., by means of vehicle modernization, friendly fuels). For solving the public city bus transport problem in the context of decoupling economics, basic process management methodology is used (process identification, process discovery and process analysis) with quantitative support (measurement of process activity duration) and applicative qualitative process analysis (i.e., root cause analysis with the “5 whys” technique). The research object in solving the public transport problem was a public organization responsible for public transportation in the city of Pula in the Republic of Croatia (the metropolitan area of the city is 51.65 km2 with approximately 105, 000 inhabitants. Research results showed that all existing processes in the research object (management processes, core and support processes) were identified, i.e., real organization process architecture was created with special attention to the core process in the existing functional organizational structure (after an empirical five- day empirical measurement) ; the existing basic process of providing public bus transport services was analysed and created by means of the Binner method for business process modelling, and as a result of process analysis, it was improved (some specific process activities and solutions were offered to shorten the duration of problematic activities). The presented methodology and solution of optimized public city bus transport can be applied in all transport companies (especially public city bus companies) that face the problem of optimizing their processes, which is the contribution in the area of process management and economics of decoupling, while at the same time, an applicable methodology is provided for solving complex process and decoupling economics problems.
