In the analysis on a sample of 1166 respondents from population of six European countries (seven regions), the subsample of 729 respondents employed in enterprises and subsample of 437 respondents employed in local administrative units were analyzed. Each subsample is divided into six subsamples by region. In accordance with previously established objectives, methodological approach and given statistical hypotheses, differences were analyzed in relation to respondents' answers on values that may affect their potential for education and therefore socio- economic development (investments), in this research called O-I values. With presented research and analysis, the statistical hypotheses of the paper were undoubtedly accepted. Significant differences between enterprises and between local administrative units in relation to employees’ responses on questions which determine their O-I values (individualism, achievement, self-direction, stimulation, power, intellectual autonomy) have been found. The paper shows that there are value profiles of employees in enterprises and local administrative units from different countries/regions, formed in relation to employees’ responses on O-I values, that can be used for determining condition of human resources at the regional level and have potential impact on socioeconomic development.
