Participatory law-making in the digital age: The case of the e-public consultation platform in Croatia
Public consultations are one of the most often applied instruments for public participation in the process of law-making, nowadays commonly exercised in online form. In Croatia, electronic public consultations at the national level have been introduced via central Portal eConsultations in 2015. The purpose of this paper is to describe the main features of the eConsultations platform, to identify and analyse the factors at the national, organisational and individual level which have had positive and negative impact on the functioning of the platform, as well as to evaluate the impact of the e-participation platform on policy design and wider collaborative practices. Findings, based on a combination of different research data, suggest crucial influence of organizational variables on the implementation of e-consultations, while national specificities and individual factors have proved to be more important during the introduction of the platform.
