Two Zagreb by the River
The entirety of the existing urban structure of Zagreb in terms of identity can be described as “two Zagrebs by the river”, one of which is New - “isolated, weakly compact and yet complex”. The current state of the urban structure of Zagreb, in our opinion, indicates shortcomings both at the level of planning and at the level of implementation and are caused by “interruptions” and “skipping”: • interruption of the new and the old part of the city caused by the replacement of the traditional urban form with a functionalist one ; • disruption caused by the absence of a suitable physical and functional structure in the Sava River Basin ; • skipping part of Trnje as an obstacle to the realization of central city facilities in the direction of the central city axis north - south. The idea of integrating the historic center of Zagreb with the Sava coast and New Zagreb into a spatial physical and functional structure so that all elements form a single entirety is a prerequisite for the realization of the concept of “river in the city” instead of the existing “two cities by the river”.
