SPLIT 3 - ALMOST AT THE WATERFRONT BUT NOT QUITE THERE

The historic development of the city of Split within the complex of Diocletian’s Palace, which is located right at the seafront, is what gave Split the identity of a waterfront city. However, the development of the city's urban structures north of the Palace has failed to reaffirm this identity, with the northern coastline becoming occupied by the economic zone and a special- purpose area. A chance to confirm this identity was also missed in the planning of the third city district. The urban structure of Split 3 is based on contributions received through urban tender invitations held in 1968 and 1984 ; what was presented was a concept of a fragmented city by the coast instead of one of a compact, seafront- hugging city. This was the result of decisions made at the urban planning level, among which we emphasize the following: • By positioning the primary elements of the physical structure, those comprising what Rossi referred to as “fixed activities”, away from the waterfront, the city was given the “by the coast” attribute instead of reaffirming the concept of a waterfront city ; • Reserving the entire waterfront solely for tourist and recreational facilities leads to an undesirable transformation of the city into primarily a tourist destination ; • Fragments of pedestrian “streets” and subsequent inconsistent application of the block structure disintegrated the unity of the urban structure ; and • From a planning perspective, the underdefined unoccupied spaces left around buildings further add to fragmentation of the structure and, along with unresolved property issues, they are the target of illegal projects that introduce chaos into the area.
