Private investment in health

Health infrastructure represents the economic, technical and institutional basis of a developed (complex) economic system, supporting national and international economic and social activities. Compared with economic activities, the nature of decision-making, market mechanism and degree and form of state intervention is significantly different within the system of infrastructure operations. As general inputs, infrastructure operations are prerequisites for the harmonious economic development of every country. Over the past decades, that development has been jeopardized by challenges facing health systems around the world. These challenges are related to an increasing demand for predictive, preventive, personalized and participatory care, with simultaneous resistance to increases in public health expenditure. In particular, in the health systems of European transition countries we are witnessing a growing engagement of private healthcare providers, partially aimed at bridging the aforementioned gap. However, the sustainability, fairness and efficiency of health systems are still under debate. In order to address different ways of providing health services and in order for private providers to best contribute to the effectiveness of the health system, it is necessary to continuously expand the knowledge base on public- private partnerships aimed at providing specific health services. Therefore, this chapter aims to systematize different ways of private sector engagement in the construction of physical infrastructure, i.e., the provision of health services, taking into account various healthcare services provided within the health system and respecting their specificities with a view to enhance clinical, organizational and financial outcomes.
