The social system in Croatia: challenges and reforms

The aim of this contribution is to analyze the challenges and the results of the education, employment, social security and welfare, healthcare and housing policies in Croatia. The purpose is to review the advantages and problems of various public policies and to propose measures for their improvement. The main hypothesis is that the social security system in Croatia can be improved with better targeting and more efficient use of available resources, without a significant increase in expenditures. After this introduction, the first section explains the mutual links between various social policies and provides a short history of their development in Croatia. The second part analyzes the situation, the problems and the possible solutions for each of the mentioned policies, from education, employment and healthcare to the pension system. The social security system in Croatia can be improved without a significant increase in expenditures. Croatia has to establish and develop legal and institutional arrangements that best suit its own economic and social situations, and its cultural and historical conditions and traditions. roatia should develop clear and diverse pathways to encourage learning and increase employment. It should also improve public training programs for the unemployed and for people with learning disabilities. The quality and relevance of such programs can be enhanced by encouraging stakeholder partnerships at the regional and local levels, thus facilitating private sector involvement and financing.
