Croatian Europeripheral Variety of Capitalism: a Crisis Management Limbo
The original Varieties of Capitalism formulation identified institutional complementarities in developed countries based on the predominant types of coordination in the vocational training, financial system, industrial relations, and both inter- and intra-firm relations to produce Coordinated Market Economies and Liberal Market Economies (Hall and Soskice, 2001). This set of institutional relations has also been expanded to macroeconomic policy in times of crisis (Soskice, 2007 ; Carlin and Soskice, 2009), in that the LME countries are prone to discretionary anti-cyclical policies, and CME countries are prone to conservative pro-cyclical policies. The widespread 2009 GDP contractions present us with a natural experiment which predates the EU fiscal rules, and can be used to gauge institutional complementarity based responses. In particular, Croatia is difficult to place within the VofC framework as it exhibits hybrid qualities – not unlike many other peripheral states within or hinging on the Eurozone. There are a number of studies suggesting CME like structures in Croatia (see Lučev and Babić, 2013). However, there might be many unrecognized, but pertinent incentive/disincentive structures related to international trade position, welfare state regime and inefficiencies stemming from corruption and clientelism issues. This paper will utilize hierarchical clustering (2009 data) to ascertain the crisis positioning of LME, CME and other possible clusters, including Mediterranean and Visegrád countries (see Nölke and Vliegenthart, 2009).
