CHP SMR as Solution for Zero Carbon Development Strategy for Croatia

Carbon development strategies become an overarching framework to design and achieve Nationally Determined Contributions which are at the heart of the Paris Agreement and the achievement of its long-term goals. In European Union Low-Carbon Economy Roadmap for the power sector has the biggest potential for cutting CO2 emissions. It can almost eliminate CO2 emissions by 2050. As one option to almost fully eliminate CO2 emission from electricity and heat sector is construction of cogeneration SMR plants. SMR are selected because the expected future electricity and heat demand growth and the ambitious policy of building variable renewable sources which places great demands on the flexibility of the power system where SMRs could make a significant contribution. In Croatia, there is a significant presence of district heating, so the cogeneration of SMR could be one of the solutions in the case that by 2050 the CO2 emissions are reduced to almost zero. In this paper are presented the possibilities for realization of Croatian low-carbon development strategy in the electricity and heating sectors until 2050 and possible role for SMRs as cogeneration plants. Planning horizon to 2050 was analysed using chronological hourly model in PLEXOS model. To meet the need for system flexibility and production of electricity and heat without CO2 emissions, NuScale plant was selected. This analysis is based on following scenarios: Reference scenario: no SMR ; CO2 emission reduction by only EU ETS ; no SMR ; CO2 emission reduction by EU ETS and SMR ; CO2 emission reduction to almost zero level ; with SMR.
