Article 74 - Award of contracts for social and other specific services

he 2004 Procurement Directive distinguished between two types of services. Since these services were listed in two separate annexes, Annex II A and Annex II B, they were generally known as Part A and Part B services. Procurement of Part A services was subject to the full rules of the 2004 Procurement Directive, while procurement of Part B services was subject only to a few provisions. This was because it was considered that Part B services had limited or no cross-border interest. Therefore, the procurement of Part B services was subject to only a limited set of obligations, mainly regarding technical specifications and the publication of contract award notices.
