Infrastructure Diplomacy and Strategic Signalling with the Three Seas Initiative
Different manifestations of infrastructure diplomacy have been used as an example of how major powers dissatisfied with their position in the international system have been using economic tools as signals to pursue their national objectives. This paper explores the said dynamics from the perspective of the Three Seas Initiative (TSI) as it received significant support from the European Union and United States on one side, Russia’s activities in and around Central and Eastern Europe (CEE), and China's influence through 17+1 initiative connected to Belt and Road Initiative. By merging insights from international relations, international economics and strategic project management, this paper interrogates whether and how the heightened geopolitical competition spills over on regional economies in the context of infrastructure diplomacy and actor- centric strategic signalling applied to major infrastructure projects.
