Same challenges, different solutions: how to explain the variations in leave policy development in Croatia and Serbia

Croatian and Serbian parenting-related leaves were built on the same footing in the socialist period as they were part of the same state – Yugoslavia. However, after the dissolution of Yugoslavia and with the onset of transition from a socialist to the capitalist regime, their leave policy started to diverge. While Croatia aspired towards more inclusive leave policy design, providing all the parents with some leave benefits ; Serbia kept a selective leave policy design primarily targeting mothers with "standard" and stable attachment to the labour market, having a higher propensity to exacerbate social and gender inequalities in employment and care. The paper will explore the divergence in their policy paths, particularly the conditions behind the reforms bringing to this divergence. The analysis will rely on policy documents, parliamentary session’s records and elite/expert interviews.
