The National Open Data Conference – NODC2021, took place in Zagreb, Croatia, from 20th to 22nd of September 2021 in hybrid mode. NODC2021 is organized within the Horizon 2020 Twinning Open Data Operational project (857592 – TODO) with the primary goal to disseminate and communicate the project's ongoing results and agenda regarding the pioneering open data research to different open data sector stakeholders in Croatia. Also, the goal was to bring together national stakeholders of the Croatian open data ecosystems, including decision-makers, public servants, businesses, researchers, and citizens, and initiate a dialogue between these stakeholders. NODC2021 is a three- day event with the participation of stakeholders from science, renowned keynote speakers from the EU, government, education, and the industry. Besides themed disciplinary panels focused on open data (law, agronomy, geodesy, informatics and organization, computing, transport and traffic), two workshops are organized for stakeholders who want to learn more about the open data concept ("Open data for beginners" and "Show me the data! – open data mapping for beginners"). Extended abstracts are published in Croatian ad in English and were presented within the panel sections: - data based innovation in sustainability of natural resources and efficient food production, - technological enablers of open data (and beyond), - open data for citizens’ rights and good governance, - open data ecosystems – emphasis on data collectors, - open geo-spatial data driver of modern society, - open data in smart cities.
