Green Certificates - a Possible Support Scheme for Renewable Energy Use in Croatia

According to the European Union Directive on renewable energy sources, dated October 2001, the share of renewables in EU electricity consumption needs to rise from 13, 9% in 1997 to 22, 1% by the year of 2010. In Central and Eastern European countries that are close to acceptance in the EU national obligations are also being introduced. The current share of renewable energy sources in electricity production in Croatia is very high, around 50%. Nevertheless it must be expected that the share of renewables will have to rise and efficient strategies must be examined and adopted. Croatian government has recognised the important role renewable energy sources could play in Croatian energy and electricity supply. Therefore it has started five national energy programs with a common aim to enhance the use of renewables in energy supply. The most important barrier for a wider deployment of renewables in energy production is their cost which is still above cost of conventional energy sources. As energy market is currently undergoing the process of liberalisation, support mechanisms that are compatible with open market philosophy must be adopted. A market-based instrument for renewables support in electricity production are the so called green certificates. The key feature of green certificates is that they enable separation of renewably produced electricity into a "green" component (i.e. certificate) and a conventional power component, which are traded in two different markets. In the article, characteristics of the Croatian power system, the expected consumption growth and possible future role of renewables in energy and electricity production has been presented. Additions to the current legislative framework relevant for renewables have been proposed. Green certificates - a possible support measure for renewables in electricity production - are analysed and discussed.
