Risks of Unemployment

It is not possible to understand or even define the current social status of Croatian young people without insight into all the aspects of one of its most important characteristics, and that is their positioning in the labor market. Although from the mid 1980s to the present, important changes in the unemployment structure have occurred regarding a decrease in the numbers of the youngest population, it still indicates unemployment as the most pronounced problem of the young generation. The participants are aware of these devastating facts, ant the analysis of their attitude indicates that young people correctly detected not only the greates problems of the Croatian society, such as unemployment and the lack of economic development but the unsuitable reaction of the state, as well as the society to the resistant phenomenon of massive nad long-term unemployment and multiple social and socio-psychological consequences which have resulted from it. Therefore, the frustration that comes from the inability to fulfill one's rile at work, as the major socialization factor in the transitional process from youth to adulthood as well as apathy that grips the young people is understandable. This apathy is manifested in the escape from social and political engagement and loosing faith in the important institutions of the system, but also in the increased readiness to leave the country in the search for employment. It is understood that the departures of the most productive and most highly educated segment of the population means an enormous loss not only for economic but also social development. With the increase of the critical attitude of the society toward the unemployed, the changes in comparison to the 1980s are evident in the decrease in the number of young people who are supported by their family and the increase int he number of those who are forced to manage anyway they can to secure basic existential needs. The assessment of the perspectives for work are still extremely negative along with the perception of the main reasons for the high unemployment rate are a realistic observation of the fundamental characteristics of th Croatian society at the end of 1990s. On the other hand, no significant change in the attitudes to residential or professional mobility was noticed. Young people still maintain a high level of readiness in principle for mobility but under certain conditions such as suitable material compensation. Regarding the significance of mobility for a descrease in unemployment, we think that these results could be useful for development of measures for stimulating this type of employment. Unfortunately, the number of pieces of empirical research dealing with unemployment, and moreover the specific characteristics of unemployed young people is inappropriate to the extent and the consequences of theis problem. Moreover, the fact that there is no satisfactory cooperation between the creators of the employment politices and the researchers related to the fact that a great deal of the results are applicative, as is the case with our research, is devastating and should be emphasized. Finally, it should be concluded that for all these reasons we primarily wanted to, by comparing the situation and characteristics of the employment of young people in developed European countries, indicate the possibilities for finding methods for a decrease in unemployment in Croatia. This is, of course, a basic condition for an inrease in the level of their social integration and moreover for finding a new definition of the term young people that as its main component would not include terms such as vulnerability and social exclusion.
