REGIONAL INEQUALITIES IN THE REPUBLIC OF CROATIA: REVIEW OF THE PERIOD OF THE CORONA CRISIS

Regional inequalities are present in all countries, regardless of their level of development. The negative effects of the corona crisis have further widened the gap in inequalities, taking into account the economic as well as the social perspective. The aim of this paper is to analyse regional inequalities in Croatia, considering changes in selected indicators at the county level, comparing the values of indicators in the last two available years just before the corona crisis (2018 and 2019) with those in 2020 when the corona crisis appeared. As a basis for assessing changes at the county level, the available indicators for official measurements of the development index of the Ministry of Regional Development and EU funds will be used - average income per capita, average base income per capita, average unemployment rate, general population movement, level of education (tertiary education) and the aging index - for the analysis period, however if additional analysis is necessary, for all three years (2018, 2019 and 2020). Although the development index measurements were carried out for earlier periods (2010 and 2013), in this paper, in order to compare the state of regional inequalities before and during the corona crisis, the development index measured in 2018 will be used and compared with the newly expected development index which will become available during 2021. The level of development of counties and the city of Zagreb is measured by the development index, as a composite indicator. The ranking of counties and the city of Zagreb according to the development index is the basis for measuring the impact of regional policy in the direction of encouraging the development of the entire territory in the country. By ranking the counties and the city of Zagreb according to the development index, the necessary knowledge is obtained on how to use regional policy instruments and provide appropriate development incentives for a high-quality change of acquired regional inequalities, but also those caused by the corona epidemic. By directly linking the level of regional development incentives with the level of development of counties and the city of Zagreb, a quality framework is obtained to encourage the development of counties and the city of Zagreb in accordance with the level of development of individual counties and the city of Zagreb with the consequences of the corona epidemic. With insight into the measurement results, a conclusion can be made about the direction of changes in regional inequalities, expressed by the gap of each county in relation to the national average and the gap in relation to the most developed county. This will result in suggestions in the form of measures needed for regional policy, but also other policies that indirectly affect the reduction of regional inequalities in the Republic of Croatia.
