Cannabis potentials for the development of the Bioeconomy and green transformation of Croatia

Productivity in all industries of the Croatian bioeconomy is below the EU average as it is inefficient in the use of material resources for the production of economic wealth. Full legalization and liberalization of cannabis would increase the productivity of the Croatian bioeconomy because all parts of the plant are usable. Cannabis is a bioresource for several industries: construction, paper, textile, food, cosmetics, chemical, paint and varnish industry, pharmaceutical, automotive, aerospace industry, but also an energy source (biomass). The plant also has phytoremediation and environmental potentials. Cannabis can clean contaminated soil, reduce CO2 emissions and help preserve biodiversity. Full legalization and liberalization of cannabis also has social benefits. It would allow many people direct and cheap access to remedies that can alleviate symptoms of many diseases. This paper uses a method of qualitative content analysis of the available scientific literature regarding economic, environmental, and social benefits of cannabis. The paper synthesizes results of this research and presents a conclusion that the development of the Croatian bioeconomy would benefit from full legalization and liberalization of cannabis.
