Croatian qualifications framework (CROQF): language teaching – from kindergarten to university

At all times of the human existence, the teacher is the one who helps others to comprehend and learn something new, within or outside the institutional framework. The language teacher helps in acquiring language competences, essential for communicating with others. From the first texts in the Croatian language to nowadays, we have different terms for teachers, but also the same term with different content. In the introductory part, the terms for teachers in Croatian literary heritage are commented. By entering the 21st century and by establishing the Croatian Qualifications Framework (CROQF), the term the teacher and the semantic boundaries within which it is defined is again being discussed. The Croatian Qualifications Framework is a reform instrument for regulating the system of qualifications at all levels in the Republic of Croatia through qualifications standards based on learning outcomes and following the needs of the labour market, individuals and the society. The Croatian Qualifications Framework should identify elements for the development of occupational standards and qualifications, and study programs. The Sectoral Council for Philology, apart from the teacher of Croatian and foreign languages and translator, considers two significant professions: a teacher of Croatian as a foreign language, and kindergarten teacher on English. In the presentation, the competences for these two professions are considered.
