The fall of the Berlin Wall in 1989, which in the West symbolizes the starting point of the political transition from communist to democratic systems in Central, Eastern and Southeastern Europe, has triggered economic and socio-cultural transformation processes of very different speeds, shapes and directions. Despite the diverse pathways into political and economic system change, a common experience of the transition may be traced throughout post-communist Europe: the search for and preoccupation with the question of belonging, both on individual as well as on societal levels. As a Western member of the ‘transition generation’, I witnessed the fall of the Berlin Wall separating East and West Germany in 1989, German reunification, and alongside the rise of a new national self-consciousness in unified Germany, the creation of a new matrix of (non-)belonging. Until today, residents and German citizens of non-German descent struggle with ethnic divisions and definitions of belonging, which were reintroduced to German public discourse three decades ago and since occupy the centre stage in societal negotiations of belonging. As a resident in Croatia since 2005, whose application for Croatian citizenship is in progress, I will explore the question of belonging as a participant observer by addressing three modi crucial for the creation of a sense of belonging: ‘integration’, ‘participation’, and ‘identification’. How to become part of a politically polarized society with its recent experience of political system changes and of war and trauma? How to use my civic education background in the Federal Republic of Germany – a formerly divided, post-war, post- totalitarian society – as a resource in negotiating my belonging and integration as a citizen into Croatia today?
