The future of Common Agricultural Policy and Challenges for Croatian Agriculture and Rural Development

The paper assumes that Croatia lacks capacities for efficient application of the new CAP delivery model – CAP strategic plan, which will lead to a suboptimal strategy. As a result, Croatian agriculture and rural development will continue to lag behind its EU neighbours. The goal of the paper is to describe the basic features of the CAP in the period 2021-2027 and to discuss the challenges of the new delivery model of CAP and EU Green Deal for Croatian agriculture and bioeconomy. To overcome structural problems of Croatian agriculture it is necessary to set clear goals and measures of ag- ricultural policy under the Common Agricultural Policy and EU Green Deal. Goals should be based on small and medium-sized family farms, knowledge and innovative technologies, an association of farmers, and strengthening their role in the food chain. It is also necessary to develop a modern system for monitoring business operations in agriculture, whose role will be in the creation, control of implementation, and evaluation of agricultural policy measures. The backbone of the Croatian bioeconomy is “from filed to fork” chain: 72% of gross value added – the most abun- dant source of waste and by-stream to transit to sustainable circular bioeconomy. Possibilities in EU programs should be used in designing novel business models in Croatian bioeconomy.
