National Parliaments and the European Parliament: The Croatian Parliament and EU Affairs

Discussions about democracy in the European Union are often concentrated around the European Parliament, while in the same time the role of national parliaments in EU affairs usually does not attract same level of attention. However, the national parliaments have always been involved in European governance and decision-making process in different, albeit limited ways. Furthermore, the Lisbon Treaty (2009) opened new possibilities for the greater involvement of national parliaments in the activities of the European Union, providing opportunities for direct contact with the EU institutions and strengthening their potentials to reduce the EU's democratic deficit. The Republic of Croatia applied for EU membership in 2003 and finally became its 28th member country on 1 July 2013. The Croatian Parliament (Hrvatski Sabor) and its members actively participated throughout the whole process, adopting and changing some important laws and regulations (Croatian Constitution, Parliament Standing Orders, Act on the Co-operation between Parliament and and the Government on EU Affairs, etc.) with the aim of adapting Croatian constitutional and legislative framework to the EU membership. It is our intention to shed light on the role of national parliaments and the Croatian Parliament in EU affairs as well as on their place in multilevel European institutional framework.
