A fully renewable energy scenario for island systems: a case study for Sardinia

During the last few years, the majority of the EU Governments are implementing suitable energy policies, promoting a transition toward full decarbonized sustainable energy systems by 2050. Several models were proposed in order to address such goals. This paper focuses on creating comprehensive decarbonization scenarios for the island systems. The energy system development scenarios are evaluated using a software program, EnergyPLAN, starting from a reference model developed for the year 2017. The island of Sardinia, Italy, was selected as a case study. Three different models are analysed: a first scenario including the actions planned by Sardinia Region by 2030 for electricity, heat and mobility ; a second scenario is more ambitious, the share of electricity by renewables is assumed to equal to 40% by 2030 ; and the third scenario achieves zero carbon dioxide emissions. For the reference scenario, data regarding the electrical system were provided by the electrical energy supplier, considering that the Sardinia Island is connected with the mainland electrical grid by two submarine connection cables. Data regarding the thermal demand and demand for transport sector were estimated using the information provided by the Italian Institute of Statistics. An in-deep analysis of all the energy systems located in Sardinia was performed for the reference scenario, including power plants, waste treatment plants, renewable plants. The model was validated using the data provided by EDGAR and IEA. The Business as Usual Scenario by 2030 considers the following main actions: conversion of the Sardinia energy system into a smart and integrated system ; improvement of energy conversion efficiency ; improvement of energy supply safety ; promoting energy efficiency. For the electrical system, a significant improvement has been expected by the installation of small decentralized renewable systems, mainly including photovoltaic and wind technologies. Thermal demand will be improved by building energy refurbishment actions, including the envelope insulation and use of heat pumps. For the mobility sector, a significant improvement of the share of electric vehicles is expected. In addition, suitable energy conversion and storage technologies are included in the model. Results clearly show that carbon neutrality by 2050 is a reasonable target. The study also provides useful suggestions to be implemented in order to achieve this goal.
