U energetskom sektoru Republike Hrvatske u tijeku su promjene i pomaci prema razvoju i uspostavljanju tržišnih načela i odnosa. Time se ostvaruju pretpostavke i mogućnosti da se i u području proizvodnje i potrošnje tehnološke pare i vrele vode za grijanje i pripremu sanitarne vode kroz sustav cijena i tarifnu politiku postigne željena struktura i karakteristike potrošnje, te stvore preduvjeti za racionalno gospodarenje i efikasan rad toplinskog sustava, temeljno putem dobro strukturiranog tarifnog sustava. Dobro projektiran sustav cijena i efikasan tarifni sustav u svjetlu tekućih promjena u energetskom sektoru, a još više promjena koje se očekuju, nužno je potreban i proizvođaču i potrošaču. Racionalno korištenje energije najefikasnije se stimulira odgovarajućim odnosom cijena među energentima, a racionalno korištenje pojedinih energenata primjerenim cijenama i odgovarajućim tarifnim sustavom. Naravno, to vrijedi i za toplinsku energije. Pored toga, a mjereno društvenom i ekonomskom povoljnosti tog energetskog oblika i uvjeta njegove primjene, nužno je osigurati i odgovarajuću zaštitu ekonomskog interesa poduzeća koja se bave proizvodnjom, transportom i distribucijom tople vode i tehnološke pare iz centraliziranih toplinskih sustava. Na strani potrošnje traži se sigurna opskrba toplinskom energijom uz minimalne troškove i konkurentnost prema drugim energentima uz transparentnost odnosa i jasne poruke o poželjnom načinu ponašanja.
