GENERAL PROBLEMS WITH DESCRIPTION, MEASUREMENTS AND ASSESMENT OF ENVIRONMENTAL NOISE PARAMETERS IN CROATIA ACCORDING ISO 1996-2:2017 AND THEIR CONNECTIVITY WITH THE PROBLEMS FROM WINDFARMS NOISE
Background / Introduction: In this paper, the main problems with measurement and assesment of environmental noise parameters in Croatia will be discussed in general and more also specific connected with wind farm noise where meteorological conditions play significant role in the assesment of residual noise and specific noise produced by the source. Methods: The main problems with determination of residual noise in the proposed intervals (day and night) by Croatian bylaws and ISO 1996:1, 2: 2017 standards, determination of meteorological windows and short time measurements in favourable and very favourable conditions are considered together with estimations of measurement uncertainty when the measurement intervals are sliced into several measurement samples. Results: The common mistakes from accreditated laboratories according ISO 17025:2017 in analyzing and reporting measurement results are presented through experience in organizing interlaboratory comparison in the field of measurement and modelling environmental noise parameters with and without meteorological conditions having influence on the results. The simple calculations of sound pressure level from problematic wind farm noise by assuming known electrical power at maximum operating conditons of working is done by assuming favourable and unfavourable propagation conditions. Conclusions: There are different approaches in dealing with measurement data from sources when meteorological conditions plays significant role in estimation of environmental noise parameters (especially on background noise). The estimation of measurement uncertainty is a problem when there is a difference between overall noise level and background noise level is less then 3 dBA for A-weighted equivalent levels.
