Containment occurred even before things went ‘viral’: Contesting (im)mobility in the post-Balkan corridor time

In this presentation I discuss recent challenges in refugee and migration issues in Croatia, those which are generated from the period of the Balkan Corridor and its aftermath, that concerns reshaped power relations, institutional, communal and societal responses to migrants on the very edge of Schengen. By tackling conditions under which Croatia has become ‘the second best option’ for refugees (especially through resettlement scheme), I try to re- examine the myth of Croatia being a ‘transit country’ for refugees. I argue that three processes are taking pace simultaneously, rendering territory and society as a ‘transient one’: First, changes in politics and discourses of dealing with mobilities have turned to overtly securitarian crisis management approach, resulting in territorial and symbolic borders becoming less permeable for people on the move to enter, pass through or stay in ; Secondly, and based on our research in national context, one may say that reception conditions, economy structure and communal attitudes could only partly guarantee welcoming atmosphere and sustainable means of residing and integration for migrants and refugees (thus, not only that recognized refugees and contained migrants want to leave or pass through, Croatia’s own citizens also aspire to move west) ; and thirdly, actual situation on Covid-19 pandemic has been reshaping our understanding of mobility and varieties of it, yet reifying many of reception camps and centres as ‘immobile quarantine zones’.
