European Air Traffic Management Fragmentation: A Cost-Effectiveness Based Airspace Assessment

Due to the Air Navigation Service Providers' (ANSPs’) unit rates variability at different European airspace areas, airlines for the same Air Navigation Service (ANS) provision pay different financial amounts. Airlines' interest is to achieve the lowest possible operational transport costs, so it is often the case that the aircraft, if there is an alternative, fly on longer but economically more acceptable routes through cheaper charging zones. Hence, this research contributes to interpret the current European airspace status by aiming to answer a set of well-defined research questions, e.g. in what extent European airspace is fragmented in dependence of ANSPs’ unit rates and their position within European Air Traffic Management (ATM) network, how large are unit rates related spatial clusters, where do they appear and where are located hot spots. Thereby, the main research outcomes indicate the existence of a different unit rate related homogeneous areas. Based on different spatial sizes and appearance areas, it can be outlined that the European airspace is fragmented into several different homogeneous areas characterized by a certain level of adjacent unit rates. Accordingly, also the European ATM’s cost-effectiveness based business environment boundaries have been clearly determined, thus framing key issues to enhance the air market sector competitiveness.
