Nacional strategies to support brain circulation and internationalization of academia

The aging societies of Europe all need to retain and gain a young and well-educated / skilled labour force in order to maintain productivity and secure competitiveness of the economy. The danger of growing disparities - rural/urban, centre/ (-semi) periphery -, and of widening social cleavages and development gabs within societies and between European regions is evident and one of the factors fueling populist policy responses. Academic mobility and high-skilled labor mobility can contribute to severing the problem, but also to solving it. The contribution discusses strategies of how to achieve a fair and balanced brain circulation.
