Analysis of Interaction Between Measures for the Reduction of Energy Consumption and CO2 Emissions in Sustainable Energy Action Plans
In this paper, it will be shown an analysis of the most used measures and actions for the reduction of energy consumption and CO2 emissions which are used in Sustainable Energy Action Plans (SEAPs). Measures for the reduction of energy consumption and CO2 emissions are most often grouped by sectors of energy consumption. Sectors of energy consumption listed in SEAPs are buildings, transport, public lighting, industry, water and wastewater management, etc. Buildings sector is subdivided into public buildings, households and commercial buildings. The transport sector is subdivided on public transport, vehicles owned by the local and regional government and other road transport. In this way, it is determined which measures are mostly used in each sector, what are their expected effects and how big are costs connected to their implementation. It is determined the influence of the most important measures on economic, environmental and social criteria. It is determined the potential influence of each measure on the reduction of energy consumption and CO2 emissions, and on other criteria like local employment, improvement of air quality, economic and trade balance, energy production diversification, energy import dependency, etc. Mutual interaction between measures, which has an influence on the total result of energy consumption reduction, is done through simulation on specific cases in which interaction between the simultaneous implementation of measures is analysed. For the simulation, energy planning software LEAP is used. On this way, it is shown which of the measures have a synergetic effect, which means that with joint implementation they bring higher energy and CO2 emissions reduction, or which have a negative influence on each other, which means that the reduction of CO2 emissions and energy saving is lower with joint implementation. The third option is that joint implementation does not have any influence on the results of the CO2 emissions reduction. This will lead to recommendations for the implementation of different measures in SEAPs and more efficient reduction of CO2 emissions on a local level.
