Mechanisms of financing the protected area management system in Serbia

The financing of protected area management includes interaction of different actors that are involved in the process of management and financing, i.e., from management framework to mechanisms of financing. Management framework sets the basic preconditions for protected area management, while mechanisms of financing represent ways of financing protected area, based on long term and sustainable conditions. The management of protected areas in Serbia is mostly done by public enterprises, while in the late 1990’s in Serbia the management of protected area was given for the first time to the of non-governmental organizations. Today, management is carried out by different managers from public sector, as well as from private sector. This research deals with different mechanisms of financing that are present in protected areas in Serbia. Also, this paper deals with differences in the financing between different groups of managers, in order to establish best financing practices in the protected area management system in Serbia. Results indicates that public enterprise “Srbijašume” has lowest average number of financial sources, unlike public enterprise “Vojvodinašume”. Concerning average amounts of financing, other managers from public sector have the largest amounts of financing, while other public enterprises records the least amount of their own financing. Regarding the improvement of use of mechanisms for financing PA management system, additional training is proposed for the use of funds at the national and international level, as well as external, i.e. additional engagement of agencies that would prepare projects at the international level. It is also proposed, establishment of a specific mechanism, fund for nature protection.
