Flexible Working Time in the EU

Flexible working time is becoming a tool of linking paid work to family obligations and/or willingness to persuade private interests while retaining full time job. Work – life balance concept is getting more attention world wide of workers, employers and legislators. Flexible working time is also becoming a tool for employers to organize work in non-traditional working schedule and to achieve the best results in working environments which have to adjust to foreign time zones or various external variables. Having in mind changes in labor law policies and reality of non- traditional labor contracts, the paper analyses the concept of flexible working time in the EU in the light of Working Time Directive and in the light of other legal norms. It also examines divergences in application of flexible working time within the European Union, particularly in comparison between Western and Eastern countries of the European Union in which flexible working time has a different level of public acceptance and different scope of use. In comparative analysis, the paper will try to set recommendations for legislative amendments of labor law in Croatia which currently has a legal possibility of using flexible working time, but in reality, extremely small number of workers chooses to work in flexible working time.
