Participation in Public Administration Revisited: Delimiting, Categorizing and Evaluating Administrative Participation
The aim of this paper is to provide a theoretical reflection on the concept and substance of administrative participation, and on research efforts concerning this topic. Firstly, participation in public administration is defined and delimitated from other types of participation in modern democracies. Secondly, the paper provides an overview of the types of direct public involvement in administrative functions and its forms (instruments). A threefold typology of participation in public administration is elaborated (regulative, implementing and oversight participation). Thirdly, underlying principles upon which participation in public administration is based are explained. Finally, an overview of existing research and evaluation of participation is presented, including theoretical and methodological contributions and concerns. The focus is on the twofold nature of the phenomenon – its intrinsic and instrumental value ; benefits and problems ; process and outcome dimension ; and potential and practical effects.
