Social Cooperatives in Croatia: The Emergence and Development of a New Type of Cooperative
This article investigates the emergence of social cooperatives as a new type of cooperative in Croatia and the beginning of its path to institutionalization. During the last 25 years, this type of cooperative became widespread across Europe, consisting of the core part of recent discourse on social enterprises and social entrepreneurship. By giving an overview of the origins of this phenomenon and explaining the very unique characteristics of social cooperatives, this paper intends to provide a framework for understanding its emergence and development in a Croatian context. The introduction of social cooperatives in 2011 as a specific type within the law on cooperatives marked the beginning of their recognition and institutionalization in Croatia. However, marginalization of the cooperative sector, accompanied by unclear, overlapping, and discriminatory regulations, is slowing down the development of social cooperatives. This analysis of existing social cooperatives is intended not only to provide valuable insights into the main features of the sector in its nascent phase, but also to contribute to the further recognition of the potential of social cooperatives in socio- economic development.
