Critical junctures and path dependencies in media censorship in Southeast Europe: a historical institutionalist approach
The concept of “censorship” in Central and Eastern Europe immediately brings to mind the idea of a repressive socialist/communist state, its ministries or departments, officials and formal rules which are put in place to stop the publication of unwanted content in the mass media. Sometimes it also includes the understanding that in place of the censored content, the desired content is inserted in the practices of propaganda. Censorship and propaganda thus form a pair, and whenever we observe one of them, the other is not far away. They are the opposite of freedom of expression and the media. Censorship and propaganda take on new shapes in the digital environment, but some of the old actors are resurrected where we would not expect them, with paths which continue, or revive old practices in new circumstances.
