European Chemicals Agency (ECHA) and the safety of chemicals
The European Chemical Agency (ECHA) is an agency of the European Union (EU) that manages the implementation of several EU regulations, including the Registration, Evaluation, Authorisation and Restriction of Chemicals regulation (REACH), the Classification, Labelling and Packaging regulation (CLP) and the Biocidal products regulation (BPR). ECHA hosts the world's largest, freely available database on chemicals. A 10-year experience showed that ECHA and EU regulation on chemical safety increased level of protection for human health and environment, quantity, quality and availability of information on chemicals, and transparency of legal processes and communication between interested parties ; gave an initiative for research and development of less dangerous alternatives and technological processes ; lowered the use of experimental animals, and even positively influenced legislation in third countries. Still, there is room for improvement, especially regarding evaluation, restriction and authorisation processes, and directions for further development are identified.
