J.S. Mill and Epistemic Democracy
The paper investigates the roots of epistemic justification of democracy and locates John Start Mill as one of its forefathers. Mill defines as good governance one that best promotes good consequences, specifically one that (i) improves the qualities and abilities of its citizens, and (ii) one that arranges the existing qualities to promote the best outcomes. This indicates that the epistemic quality of a decision-making procedure plays a significant role in Mill's account of good governance.
