Linguistic Politics and Linguistic Planning in the Education of the Republic of Croatia: The Multilingual Model in the County of Istria

This research elaborates on the linguistic politics in the education of the Republic of Croatia which is partly led by the legal demands of the European Union, the country being its member from 2013, with a special emphasis on the County of Istria. In the County of Istria, education is conducted not only in the Croatian language, but in the language and writing of the Italian national minority at all levels of education, from preschool to university. It is conducted in line with a special programme prescribed by the Republic of Croatia Ministry. Members of the Italian national minority practise their constitutional right to education through three basic models (separatist ; maintenance bilingual education / mother tongue based bilingual education / static maintenance ; submersion - sink or swim). Based on the 1991, 2001 and 2011 census, the article presents an outline from the aspect of nationality, mother tongue and education indicating bilingualism and multilingualism. The second part sets forth the legislation of the County of Istria (region) confirming the key tendency of the Istrian linguistic politics – the promotion of multilingual education, the protection of multiculturalism and coexistence on this intercultural territory. The model of bilingual and multilingual education in Istria will be especially described. It is conducted through a language and culture teaching programme by school subjects and contents determined in the Italian language curriculum. The conclusion brings results confirming this as the best way to conduct linguistic politics directed toward the development of multilingualism and multiculturalism.
