Serendipity in governing wicked issues: The local integration of refugees in Croatia
The paper aims to explore the local governance in the area of integration of refugees in Croatia. We focus on the question to what extent integration of refugees is characterized by serendipity approach at the local level, tackling human right challenges connected with the (lack of) local integration measures. The results of the recent national-wide research, funded by the Asylum, Migration and Integration Fund, about the local capacities for integration of refugees will be taken into account as a base for further analysis. The case studies of cities where refugees resettled to Croatia were placed and cities which are planned to host refugees in future will be presented. Findings of desk research will be evaluated throughout the questionnaire targeting key local and public servants and officials from selected cities and key NGOs which provided support in the integration of refugees.
