Sustainable Transport – Legal and Financial Aspects

Modern transport development with an increase in the number of vehicles and increase in fuel consumption as well as building roads is also causing unintended, adverse consequences. Transport adversely affects the air, water, soil, produces noise, creates waste, and harmfully affects wildlife. It is one of the largest polluters of the environment, so it is not surprising that the various stakeholders are interested in topics related to the environmental impact of transport, as well as in measures to reduce the negative impact of transport on the environment. The harmful effects of transport on the environment tend to be minimized. The problem is the financing of various measures and projects and the determination of stimulating measures for those who are less polluting and non-stimulating measures for those that pollute more. Environment protection is becoming increasingly important and it is part of European Union policies. In context of transport, reducing pollution and congestion, increasing the modal share of public transport, solving urban transport problems and integration of transport are some of the European transport policy goals. A huge role certainly has the system of financing of sustainable transport and this is related to the financing of infrastructural and other projects, but also through the system of environmental taxes, other charges, and fees paid by persons who in some way participate in transport. The application of the rules in the Member States, their different national legislations and their limited financial resources are fundamental problems. The paper presents the provisions of the applicable legislation relevant to the topic of this paper, European Union documents as well as relevant statistics from the transport and financial aspect.
