The 9th International Conference on Software, Telecommunications and Computer Networks SoftCOM 2001 was held from 9 to 12 October 2001 in the pleasant ambience of the luxury ship Dubrovnik on the route Split-Ancona-Bari-Dubrovnik. It was organized by the University of Split (Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture), Technology center Split and HT-TKC (Croatian Telecom) Split. The Conference was sponsored by the Ministry of Science and Technology of the Republic of Croatia, the University of Split and by the IEEE Communications Society (COMSOC) Technical Committees of Communication Software and Communication Switching and Routing. In total 163 papers submitted for presentation at SoftCOM 2001 have been reviewed by more than 80 scientists from universities, institutes and companies all over the world. Submitted papers have passed the standard reviewing process. All accepted papers have been carefully selected based on their contribution, relevance, conceptual clearness and overall quality. Nearly 74% of submitted papers have been recommended for presentation within the technical program. The papers accepted for presentation have been classified into 21 sessions. The six topics of special interest have been in focus of special sessions. The Technical Committee has also invited several outstanding experts to present the state of the art in the most interesting topics in contemporary communication technologies. Three tutorials have been held by well known experts. In addition, we have organized two workshops: first dedicated to Channel Coding, second dedicated to selected topics in communications with a feature topic dedicated to the Bluetooth and Personal area networks technologies as emerging technologies at the beginning of the third millennium. Special attention has been paid to organize a number of business forum sessions and presentations with participation of experts from different fields of communication and information technology. In addition an exhibition of communication and information technology has been organized. We would like to thank and credit the authors for their excellent contributions. Particular thanks to the reviewers for their great job and to the IEEE Communications Society (COMSOC) Technical Committees of Communication Software and Communication Switching and Routing for their support. Particularly fruitful collaboration with the University of Ancona and Universities of Lecce and Bari has contributed to the quality of the Program through organization of Workshop and special sessions.
