The limits of projects: translating the social inclusion of Roma in Serbia
The main purpose of the chapter is to describe and analyse the active, often instrumentalized and pragmatic, reformulation of ‘Roma inclusion projects’ in practice. We demonstrate how the everyday life of projects departs, at times dramatically, from the formal strictures of policy. In the process, we challenge the myth of context-free, universally applicable policy ideas, and seek to understand how policies constitute, and are constituted by, social relations, diverse actors on ‘crowded stages’ and complex power relations in different locales. We address the contradictory impact of austerity measures on social inclusion practices in the context of a hyperactive reform focus across a range of interlinked policy domains. Asymmetries of power are traced across two dimensions: the importance of political party membership in distributing resources and opportunities ; and the significance of dichotomies between ‘central’ and ‘local’ scales and ‘state’ and ‘non-state’ actors. In this sense, the chapter combines a 'top-down' and a 'bottom-up' perspective, exploring how policies and the intentions behind them change when they are translated into specific group, organizational, institutional settings 'on the ground'.
