THE DEVELOPMENT OF PSYCHOSOCIAL INTERVENTIONS FOR PROBLEM GAMBLES IN CROATIA – SOCIAL RESPONSIBILITY AND INTERAGENCY COLLABORATION
From a public health perspective, liberal gambling environment presents social risk as it contributes to the development of different psychosocial problems and the probability of developing a gambling disorder. In the past fifteen years, availability and accessibility of gambling venues have rapidly increased in Croatia, together with the development of the online market, making gambling activities a very popular leisure activity. At the same time, regulated standards of social responsibility and the protection of vulnerable groups are not sufficiently defined by legal documents, resulting in an increase in adult problem gamblers and frequent gambling among minors. Consequently, it brought concerns among scientists and clinicians for ensuring adequate interventions and to influence policies in the field of social responsibility. This presentation will focus on the development of different prevention and treatment intervention models of problem gambling in Croatia over the past 10 years, most of which have been achieved through collaboration between academia, clinicians, governmental bodies, NGOs and gambling industry. Some of them are unique on a European level, such as comprehensive universal youth gambling program “Who really wins?” implemented in high-schools, and specific psychosocial treatment program for adults in prisons and on probation, within the justice system. Even though such interagency collaboration contributed to the development of some good practice, created valuable interventions and improved sense of social responsibility among operators, scientific studies still confirm high frequency of gambling and relatively high prevalence of problem gambling among Croatian population. Therefore, all aforementioned stakeholders are unanimous that more structural changes are needed within the legal framework and regulation of gambling activities in Croatia. As such, they are addressed to the regulator and include better protection of vulnerable groups, increased control over online providers and illegal online operators, changes within geographical availability of gambling venues, the development of advertising standards for gambling products, as well as increased availability of different psychosocial interventions on a national level.
