Improving Local Democracy Through European Network of Training Organizations for Local and Regional Authorities
Improving local democracy is an important tool for a change in central government and because of that central government needs to strengthen local authorities. Practical help for that can be found within the networks in which the focus is on providing help, training and assistance in drafting local government legislation. One of the networks is European Network of Training Organisations for Local and Regional Authorities (ENTO) that is a wide- ranging network where members can exchange ideas, information and experience. The main focus is on the problems facing local and regional authorities. ENTO was established in January 1995 on the platform of Council of Europe, but gradually became an independent organization. Currently, it has 20 member institutions from 11 countries all over Europe. In this paper, the authors will present the work of ENTO and its impact on the improving of local democracy in the member states.
