Basic income: Historical evolution and contemporary examples
This paper expounds the concept and aspects of Basic Income (BI) using historical and contemporary examples. It also deals with the Philosophy of BI in a way to ask weather this is (or will be) a new human economic right? What are the ideas behind the proposition to introduce BI? We hope to answer these questions by using the „mixed“approach in other words by using the economic and legal history, contemporary public and social economics and political Philosophy to answer these questions? Historical examples like BI in ancient Rome and Medieval England (Poor Laws) are analyzed by showing which political, social and economic circumstances lead to the need for such a form of social benefit. In the present time authors try to investigate the contemporary examples of BI in Alaska and limited experiments in Kenya and Finland with references to the results of these experiments (why were they introduced how did they fare). Problems, critique and benefits or lack of them of introducing basic income are discussed.
