The Challenges of Measuring the Impact of Social Entrepreneurship in Croatia
This paper focuses on the challenges of impact measurement of social entrepreneurship, generally and specifically in Croatia. We shall conceptualize what impact is, how it is defined, and which factors are important when considering the impact. We shall analyze the incentives given to social enterprises for social impact measurement and their resulting potential benefits. We shall give an overview of the beginnings of the sector in Croatia and analyze its present capacities and impact measurement possibilities. In doing so, we shall give special attention to the Strategy for the development of Social Entrepreneurship in the Republic of Croatia as a focal point of the future development of the sector and consider what it implies when it comes to measuring the impact social enterprises have in Croatia. Considering the demands and specifics of impact measurement within the third sector and the context of the development of the sector in Croatia, the conclusion will contain recommendations for how to approach the further development of the area. Impact measurement will be reviewed as a potentially sensible tool for strengthening the identity and legitimacy of the sector, and as a tool that can further its development and the positive impact it has on the Croatian society.
